We cannot ignore this limitation, nor should we forget the criticism that the modern human rights regime is a liberal Western project that favors civil and political rights over economic, social and cultural rights. But, although the Universal Declaration of Human Rights was undoubtedly a project of the victors, ultimately its drafting could not be controlled solely by the powerful. Smaller nations tactically outmaneuvered larger ones, ensuring that the final text promised human rights for all people “without distinction.” The Egyptian delegate confirmed the “universality” of human rights and their applicability to people subject to colonial rule or occupation. Delegates from India, Brazil and the Dominican Republic ensured that the equal rights of men and women were affirmed.
And, once in place, the Universal Declaration took on a disruptive life of its own, fueling anti-colonial initiatives around the world and inspiring regional human rights instruments in Europe, the Americas and Africa. “ That is what the Universal Declaration of Human Rights offers us: confidence and inspiration. That is why we do not capitulate to criticism of human rights. We do it not so much for those Universal Declaration of Human Rights, a Universal Declaration of Human Rights for the next century of rights, a Universal Declaration of Human Rights written by the majority, and not by a privileged few? “ We can—we must—raise bold, visionary leadership, institutions and systems that can protect our planet for future generations from all that ails us.
